It is not a global CFG setting but a plugin-scope setting now. There is an administration UI for this setting with all the options. Please find it at Administration > Plugins > Enrolments > Self enrolment > Send course welcome message
From what I can see in the code, setting it in the config.php via the line you mention will have no effect.
