Comments loaded in mark-up via AJAX pertaining to the database module, so not really a theme thing unless it can override the module renderer.  This is not a trivial thing to do as I've already said, if you'd like me to look at it for you then I'd like to be paid for my time (with no guarantee of success).  Of course, others are free to answer the question if they choose to do so.
