Language importing Error with _utf8 in 1.6

I'm trying to to install a language pack through Language Import Utility after the megration process has completed, but after selecting the language and click on Install selected language pack button I get the following:-

1- You are about to install language pack (ar_utf8), are you sure?
I click OK button, then I get the following Error:

Fatal error: Maximum execution time of 30 seconds exceeded in C:\wamp\www\moodle\lib\componentlib.class.php on line 274

Could anyone help? What could be the problem.

Yes, I'm on a slow line for download.

However, I've the latest update of Arabic Translation in my computer and I would like to add it so I can start translating the help files.
Is there away to import the files locally?
Is there away to extend the time out period?

Is there away to import the files locally?
Yes, just copy them tho moodledata/lang

Is there away to extend the time out period?
It's a setting in php.ini

Please read the translation guide http://docs.moodle.org/en/Translation again, since a lot has changed wink
