Hi ,
     I am looking for the ways to access the moodle course and personal files outside moodle environment. Dose moodle supports any API which I can utilise to get the course files outside moodle in a secure way so that we can use them in other application?

I'dont know the answer to that question, but would start looking for informations in the dev docs and the tracker, e.g.:
