The default Moodle acquire lock timeout is 120 seconds (2 minutes) and should work fine in all instances.
Your original setting was 720 seconds (12 minutes) and the new setting is 15000 seconds (over 4 hours). The variable in the Moodle config file is in seconds not milliseconds.
I would be looking at other areas of you system for what is causing the issue as sessions are showing a symptom but it's not the cause.
