Turn Editing On Button Missing - Lambda theme using 3.9

After upgrading to Moodle 3.9, the button to "turn editing on" has disappeared. As a result, I can not edit the course and add content. 
I am using the lambda theme.

I appreciate your comments and suggestions to help me resolve this issue.
