Completely disable Private Files for students

I would like to

  • completely disable the Private Files functionality for all users but the admin,
  • purge all private files of all other users but the admin.

Is this possible? 

Several forum discussions and websites exist on that topic. All suggestions I could find are basically disabling the Private Files repository (which I understand only handles whether one can choose to link one's files, but does not affect the actual feature), or prohibiting all related permissions, as listed here: https://www.sysadjournal.com/disable-users-private-files-moodle/

I have done all of steps on that site. Yet, a regular user still sees the Private Files block on his dashboard and can still download a previously uploaded file.

  • delete the block from Default Dashboard page

Thanks, that is a helpful step.

It seems like it might not be possible to complete disable this feature.

But can one purge the files that the students have already uploaded?

I set the size of the file that students could upload to zero bytes. This seems to prevent students from uploading anything, while teachers are still allowed private files.
