1) No - this is not something available in Moodle core. We have written a plugin for one for our clients that does this, but they haven't choosen to make that publicly available yet.
2) Moodle comes with 4 built-in targets - you can see a summary of these here:

Organisations can also add their own targets but this does require a developer to create this.... and likely a committee to design the target
