I'm sorry your question was left unanswered for this long.
There is no way to do a reset across-the-board for a Moodle site. You can reset a course, each user can reset their dashboard, etc., but you can't really "reset the site".
If you are on a paid plan, please contact support (from your portal on https://moodlecloud.com/app/en/portal/) and we'll look into it (it can be done server-side, if you really want to get rid of everything to start anew).
