As Vahid mentioned, you need to upgrade to Moodle 3.2 before upgrading to newer versions.
Also, move your mouse over the orange text. There is a link included in each of the error messages. Click it to uncover instructions on how to correct the issue.
Only the Moodle issue must actually be fixed. That is why it is in red. The others have check on an orange background and are optional but recommended.
