Long story short - no, MoodleCloud does not offer older versions of Moodle. As you found out, since Moodle 2.6.1 does not support php 7, you will have a hard time finding a commercial host that will offer you this service.

At this point, you can contact a Moodle Partner (find yours on https://moodle.com/partners/) to ask for support. They should be able to provide help.
Otherwise, if you have a backup of your course, you can try to upload it into a MoodleCloud site and see how things go. If you do not use contrib modules, your content should be upgraded and work in the up-to-date Moodle version MoodleCloud provides.
