SCORM content doesn't work on CDN

We have a hosted Moodle as a service environment that we offer to our LRM SaaS clients.

We have recently decided to try running moodle behind a 3rd party CDN and WAF with reasonable success until we ran into a client using SCORM content.

I have had quite a lengthy email conversation with Rustici Software only to come to the conclusion that the version of SCORM player bundled with Moodle does not and will not work correctly if the moodle site is hosted using a CDN (eg. cloudflare)

Rustici said they were aware of the problem and resolved it by offering their own hosted SCORM solution, however this is priced on a per subscribed user license and as is not an option for us because we are not the primary SCORM users and it would be difficult to project the additional cost and furthermore I doubt our customers would want to pay it for something that was previously working.

We have no choice currently but to take the site off CDN/WAF for the clients who complain of SCORM content not working.

I am curious if anyone else has found a solution for this problem?
