What was the error when the course failed to restore? One thing that can cause this is if the two servers are not running the same version of Moodle. If you are seeing the error message "Trying to restore user (admin) from backup file will cause conflict", you can enable the setting 'Allow admin conflict resolution' in Site admin > Courses > Backups > General import defaults.
