Well some more details.

My theme is Clean.

As mentioned in the above tracker issue, it's not a bug but intended behavior.

As I've discovered, this code chooses position for "Add block" block (it uses: $THEME->layouts->*->defaultregion and $THEME->addblockposition configuration options).

Where does similar code corresponding to "Administration" and "Settings" blocks live?
