when you register your site (via Moodle site registration form) you are asked to agree to the terms and conditions and the data processing agreement that is published here https://moodle.net/mod/page/view.php?id=29
So, please, register your site (or if it is already registered, unregister it and try to re-register to view and accept the terms and the DPA)
