Have you switched to using the Boost theme by any chance? The Boost theme uses gear icon links to provide access to settings pages rather than the administration block, and has a navigation drawer instead of the navigation block.
Another possibility is that the blocks have been deleted by accident. Please see the Blocks FAQ for what to do to get them back.
