Is it possible for the button to automatically open up the pdf certificate instead of downloading it first?

Currently there is not, please see https://github.com/markn86/moodle-mod_customcert/issues/153.
This will most likely be the first thing I work on when I get time, which may not be for a while with the upcoming 3.5 release. It is pretty hectic at Moodle HQ.
