It's been a nightmare but I've figured it out.
Chrome has it's only DNS wizardry going on and it turns out that it didn't like my vagrant box sitting on sitename.moodle.dev - I've reconfigured everything to be sitename.moodle.localhost and chrome headless works absolutely fine, it's really quick and a lot more convenient than having selenium hurl Firefox windows all over my desktop while I'm trying to work.
