Sorry, been busy with other work, so late to answer. You have it correct, "by requiring approval on new entries."
To check to make sure they are submitting weekly, create a search for first or last name of the submitter/author. Say that it is the third week, your list view should be grouped three entries per name. Anyone with less than three, has missed one or more submissions.
