Do you mean a functional specification document for the entirety of Moodle, or are you asking for documentation for a particular section of it?
Moodle is a huge codebase, so I'd be extremely surprised if anyone has written a comprehensive functional specification document for it - I suggest you look through http://docs.moodle.org/ to find what you need.
