General plugins

I think I have it working. 

I deleted everything, then reinstalled. 

Although all the themes I downloaded were supposed to work with ver. 2.9, I suspect I downloaded the wrong version of those themes. 

There is a drop down, on the right, to select the version of moodle, by default it is set to 3.3. Unless I set that to 2.9, I guess I get the wrong version of the theme.

Anyway, I think it is working.
