This is a bit confusing and I haven't got it to work yet:
As far as I understand things, the course program block will do the timed release we want, but it is not included in the mainstream moodle release for some reason.
To add the feature you need to download the course program block, add it to moodle and then modfiy a couple of core moodle files. This isn't trivial because the instructions are a bit vague and the modifications aren't pach files so require manual editing.
The most recent version seems to be for moodle 1.5 but is reported to work for moodle 1.6.
I have done this but so far I can see not result - it is possible that I have misunderstood something though.
