You would do that via Language customization. That particular string is in core.
Go to Administration > Site administration > Language > Language customization and open your lanugage pack.
In the Show strings of these components, click on moodle.php
In Only strings containing, type You are logged in as
Click on Show strings
Make you change in the Local customization text box.
Click Save changes to the language pack
