I'm confused... you've pointed to the Eclipse instructions yourself.
There's nothing special in Eclipse (or any other development environment) to help you with Moodle. You still need to understand how to code plugins for Moodle. The documentation for that starts here - https://docs.moodle.org/dev/Plugin_types
