That looks to me like like Adobe Flash isn't loading, rather than anything wrong with Moodle. Are you using Google Chrome?
Next steps would be to test it from other computers/browsers to see if this is a specific computer/browser issue and test other sites, to see if this is specific to your Moodle or flash itself. (http://www.adobe.com/software/flash/about/ should always work?)
