it's up to the SCORM package. All the LMS is supposed to do is set the "flag" review mode when a user is entering a SCORM package previously marked as complete. To avoid review mode in Moodle just set the "force new attempt" setting to "yes" and it will create a new attempt instead of entering into review mode.
