haven't seen this before and I'm not aware of a Moodle bug that would cause this. You might need to do some further investigation or contract a Moodle Partner (with SCORM experience) to try and diagnose further.

What I'm guessing is, that when I put unlimited number of attempts to make the SCORM, in the records table I'm not counting how many attempts I've made, however when I put a limit, if you keep track of how many I've done
Has anyone had this problem?

I don't know if you still have this issue but, in case you still do, would it be possible to have the configuration of your scorm packages to check if there could be the answer?
