Remove the non-bootstrap themes from core

For 3.2 I would like to remove the base and canvas themes from core and put them in the plugins database.

They are not tested / maintained well and including them in core sends the wrong message. They are no longer professional quality themes that someone should be using as a base for a new theme. 

Please comment on https://tracker.moodle.org/browse/MDL-55837 if you have any objections to this.

I totally agree with that Damyon, and think this is the correct way to go.

Being in the plug-ins directory will allow organisations, that need those themes for their sites to work, to install them as ADD-ONS in the Plugins installer. (Administration > Site Administration > Plugins > Install plugins).

I have been updating Afterburner and Anomaly themes lately and so will happily maintain Base and Canvas too if you want me to?
