Is it possible to add a set of default instructions to appear in assignment activities description?

Where are you referring to? Is it the column on the right of the pop up activity chooser when adding to a course?
I think she means in the description of an assignment when you are creating or editing it. It could be done as a template. Templates have come up a couple of time recently. Can read the forum about it here: https://moodle.org/mod/forum/discuss.php?d=336866
