So the plugin does have a setting when adding it as a resource to make the gallery public.
However, I discovered (as you may have if you were trying the setting) that it wasn't actually working and has likely been broken since way back when the plugin was migrated from Moodle 1.9 to 2.0.
If you get the latest version of the code from github, that now has a fix that should make that flag work.
