As far I can see you are using BCU theme.
This theme has a special render for the courses in the Site Home. When you open the Dashboard the courses list is rendered by moodle not the theme.
BCU has no more support and Adaptable, a fork of BCU that has all the features and much more, is not displaying the courses in tiles. And I don't remember any moodle theme displaying tiles in the Dashboard.
So the answer is no, you can't display the courses tiles in the Dashboard and you must create a new renderer for it.
My advice is to migrate first to Adaptable and then create the renderer. We can provide you support for it if needed and you want to share the code, of course.
