I set up a Moodle installation for 26 member countries of the EU for Patent and Copyright knowledge Dissemination, working for OAMI in Alicante and whilst I do not have exact figures, they were expecting 4 - 5 million users
This was based on the amount of patent and copyright applications made across the EU each year and the fact that all registrants had to complete several courses
