That error message looks like one from your local tafeuniversity.net system, so you would need to contact your IT team there about how Moodle has been installed.
It looks to me as if its some form of LTI integration link, but that is a pure guess
Is Moodle the 'host' LMS linking to something else? Is there a core system that is trying to link to Moodle? If so what?
