allowing non-editor teacher to add certain activities/resources

Good day,

In my course, I have few non-editing teachers (separate groups).  I have set them as "non-editing teacher" so that they will not alter or delete any of the activities or resources. However, I want them to add certain activities or resources for their group. Thus, I have allowed them these capabilities by changing certain permissions in the "define the role" section for non-editing teacher. However,  my non-editing teachers still can't add their own activities (i.e. there is no "turn editing on" tab).

Pls help me to solve this problem.

As you've said, the whole point of the Non-editing Teacher Role is that they can't edit content !

Altering the Non-editing Teacher Role is one approach, but that will mean you can't assign a normal Non-editing Teacher role again.

I might be tempted to create a new Role, based on the Teacher role, and then take away the options you do not want. Call this new role 'Restricted Teacher' or similar?

Non-editing teachers could contribute content as files (with a size limit, I think default is 500 kB) or hyperlinks submitted to a forum.
