SCORM 2004 is not fully supported in a number of areas in Moodle. (See many other posts about this)
I did write a patch ages ago to add SCORM 2004 support to the interactions report, but never tested it - it also has a hard-coded lang string:

I think it was based on 2.9 code at the time but let me know if you find that it works/or if you modify it and find it works.
