Is it possible to turn this off at the back end of Moodle? That is, if a slot is not taken, then Moodle does not delete that slot?

I am now using Moodle  3.0.4

Since you're using Moodle 3.0 I guess that you have Scheduler 2.9 installed. This version doesn't allow the deletion of slots to be switched off, you would need to modify the code.

However, in Scheduler 3.1 the deletion process has moved to a "scheduled task" (\mod_scheduler\task\purge_unused_slots) which you could switch on and off from the admin interface.
