I have just looked at your recent tracker issue -here MDL-53906 and I think perhaps what you want is what some people in your situation do:

  • make the course with guest access.
  • In the top section allow anyone without a log in to see the materials
  • Put all the enrolled users into a group in the course
  • in the other sections, use the Restrict access features to only allow the enrolled users of that group to see and do the activities.

That way, anyone can see the top section of the course without logging in. But if you want to see and do the rest of the course, you have to be enrolled in the course and in the group.

(There are other ways using Restrict access  - this is just one suggestion.

Thank you, it's a good workaround, although a little complex for ordinary teachers.
