I'm wondering if you could work around this by adding a block on the front page and setting it to be visible everywhere and assigning the role you want (eg only managers) and then going to the default dashboard page and configuring the block to be visible only on the dashboard page? Unfortunately until Moodle 3.0 that will only then work for new users with the role, as you cannot reset the default dashboard page for all users, but from 3.0 you should be able to do that. Just a thought.

Mary, that's a great work around, thank you! I did that to add a simple navigation block to the Dashboard, with permissions set that students can't view the block. Our teaching team can now navigate through courses.
