I am working on my first moodle project. I have to include a bug tracking system at the site level. I found a bug tracker plugin mod_tracker but it is at course level. I want at site level.

On a greedy tangential to receive an answer from you, I have a requirement that a teacher needs to receive email notification about pending manual gradings whenever a quiz having questions needing manual grading is submitted. Can you guide on this ?
