Hope you can help me what am I doing wrong?
In spesific course we set the Notify students to "NO"
After the teacher go to "grade all submissions" and tick "Quick grading" change a grade and also then change the "Notify students" to "YES" and click on "save all "quick saving changes" but nothing happen the "Notify students" still on "NO"
Why is that? Is it a bug?

Without looking at the code, I'd suggest that it sounds fine - you saved the changes to the grades and indicated that, for this one update, students should be notified about the changes you have made.
Next time you update the grades, you can, once again, choose whether or not the students are notified of the changes you have made.
But after I save changes I don't see indication about the "Notify" it still stays on "no" even though I changed that to "yes" and they didn't get the notifications (I guess because it stays on "No") it's not logic.
