Using Advance Grading with Offline Assignment Actovity

I need to setup an advance marking guide. And Since the Assignments are in the class, faculty wants to bulk upload the grades per criteria. 


I found after so many retries that wheneven i use Advance Grading Method (Marking Guiode), the feedback type = offline grading worksheet never enables. 


I cant download the grading sheet and upload it back. 


Why This??  I mean there are 1200 students and 10 criteria of grading. 

How to accomplish this?? I cant download the grading worksheet as i read "Offline grading is not available when using marking guide grading".

How sad.. there must be some option for bulk import these much grades ??

Based on testing, if the grading method is changed from Rubric, the offline grading sheet becomes downloadable, and then the grading method can be changed back to Rubric without loss of the rubric template or stored rubric marks.

I don't understand, though, why download of the offline grading sheet is disabled when Rubric marking is used?
