The Moodle installation documentation says that the following are required for Moodle:

Going by these requirements, a person new to Moodle can choose a hosting company and may later find that if PHP safe mode is on, there are so many things he/she cannot do and the installation of Moodle may be useless for him/her.

I would suggest that the requirement of PHP safe mode off needs to be explicitly stated in the installation documentation.

Interestingly enough we have been in production for quite some time and I have left safe_mode = on, granted I have root access.

Please let me know if anyone has actually had issues with it, I personally have not, (Moodle 1.6.1)

Dear Rahim
If you would be so kind as to have a look at a few of the safe_mode problems and suggest solutions for them then perhaps we can put together a cure-for-safe-mode. I think however, that if one has safe_mode then one usually does need to have root access, and if one has root access then it is probably simpler to turn safe-mode off.
