You need to 'turn editing on'. There is a button and an option in the menu.
This is a 'using' and not theme issue so belongs in the 'Courses and course formats' forum. I'll move the post there after you have had a chance to read this. I would normally move and message you, but its late and that takes a little admin to do it properly.

No not theme related, just you not used to working in Moodle that's all, I guess!
To add any content to a course topic you need to enable editing. If you go to your course page and look in the Administration block at the side of the page you should see a link inviting you to "Turn editing on" or if you look at the top right of the page there should be a button that says "Turn editing on", but not sure in Shoehorn, could be just a green button which is a switch that turns editing on if you click it.
Now if you don't see any of these editing links/switches/whatever...then there is something wrong with your Moodle...I guess!!!

Hi Bob,
The Activity / Resource link you need is also in the course page in the topics area (center page), the Main menu is also a place where you can add stuff, but I think you may be limited in that block, but I may be wrong as I've not used that in ages...not since Moodle 1.9...

When you created a course what 'course format; did you select? I mentioned 'Topic' because that is one that I tend to use.

Bob (I'm another Mary ) Are you sure you have actually created a course in your Moodle site and you are not just trying to add activities to the front page? The mani menu is only on the front page which is making me think you haven't yet made a course. Please see the documentation Adding a new course
