I think the point is that there are two ways of upgrading: upgrading course-by-course and upgrading the whole site. In the latter case, also know as the Moodle version march, the version 2.2 is the one which you can not omit. The former, course-by-course, works for example from 1.9 to 2.6 in my own experience.
Of course there are differences, as a result pros and cons, between the two methods.
And of course, there is a third kind of upgrade: Looking at the 1.9 course and manually recreating it in 2.x!
