"Committed" means that the fix is in the branch of git mentioned in the issue. Normally, we would include the repository URL and links to the commits for each version updated. It doesn't look like Joseph did that for this issue. I have updated the issue with the URL for the git repository (for reference, its this - https://github.com/remotelearner/moodle-mod_questionnaire).
In this case, it was committed to MOODLE_27_STABLE branch in September. The fix is not in the most recent 2.7 version in the plug-ins database, as it was mad in July. It will be in the 2.8 version though.
There have been a number of fixes to various branches of questionnaire in the past six months, so I'll release a new release into the database.
