disable "Customise this page" button

disable "Customise this page" button

I need to disable the "customise this page" button while student and teacher logging in.

I dig inside Site Administration - Users - Permissions - Define roles and change permissions of the Capability, it just won't work, the "customise this page" button still exists.

The Capability I change to "Prevent" or "Prohibit" list below:
my:manageblocks
tag:editblocks
user:manageownblocks
user:manageblocks
site:manageblocks

I am using Moodle 2.6.2.

Somebody help me please, thank you.
