I want to create a Exam which have multi Topics (It mean a page about TOPIC, after have got many questions for this topic)

You can you Description Question Type to create Topic name and description for that topic; create category names and import questions for corresponding topics, then add them beneath each topic. However, to retain the questions under each topic, you have to fix screen layout by selecting "As shown on Edit Screen" (not "Shuffled randomly") in Layout/Question Order section of Quiz settings.
You can follow Frankie Kam's following instructions http://moodurian.blogspot.com/2013/10/how-to-hide-a-description-question-box.html if you want to hide the description question box in Quiz Navigation box.
