We went from Moodle 2.3 to Moodle 2.4 and had problems with the questionnaire not being available to the students. It said "Template questionnaires are not viewable.” As an administrator, I saw the option under Advanced Settings to change the type from template to private. But the teacher did not see those options. I had to go into the permissions for the teacher and change the following settings to allow.
It seems like something should be changed with this in the future.
