I hadn't heard of TestComplete. I guess you are taking about http://en.wikipedia.org/wiki/TestComplete. I don't know of anyone using that.
The Moodle project is now using Behat for automated testing of this sort. See http://docs.moodle.org/dev/Behat_integration
