Then there is an "continue" Link, but it does not work. I have the feeling that it tries to load a new site again and again, but it does not work.
At the moment I only have IE 6.0 here without second Service Pack, but with all patches.
Does anyone have the same problem?

Yes, I got this earlier, but I was at work so I thought it was just our firewall. Not sure what to suggest though

I was able to get to the download page by using the following url:
Clicking on this link might not work. I had to type this url directly into my browser.
Additionally, you can try this url: http://download.moodle.org
Try this and let me know your results.

I'm using the Moodle libraries to make the pages there. It was working fine for me, so I think perhaps you might have had cookies denied to it and Petr's new security mechanism detected it.
I've fixed it so that cookies are no longer required for the download site - so all should be well now! Sorry for the trouble.
